And I will make her that halted a remnant, and her that was cast far off a strong nation: and the Lord shall reign over them in mount Zion from henceforth, even for ever.
And the lame I will make the remnant, and those who were cast off, a strong nation; and the LORD will reign over them in Mount Zion from this time forth and forevermore—the broken and scattered are reconstituted as the strong nation, showing that God's grace transforms the weakest into the strongest. The promise that God will reign over them establishes that the restored nation will be theocratic, directly governed by God, with all authority and law flowing from divine rule. The location 'Mount Zion' returns the focus to the temple mount, establishing it as the center of God's rule. The temporal markers 'from this time forth and forevermore' emphasize the permanence of the restored order and the end of the cyclical pattern of sin and judgment that characterized the divided monarchy.
