In that day, saith the Lord, will I assemble her that halteth, and I will gather her that is driven out, and her that I have afflicted;
In that day, says the LORD, I will assemble the lame, and I will gather those who have been driven away, and those whom I have afflicted—God promises to gather the scattered and damaged remnant, showing particular concern for the most vulnerable. The 'lame' and the 'driven away' and the 'afflicted' represent those broken by judgment and exile, and God's gathering of them shows that judgment serves purification and restoration, not annihilation. The explicit connection between God's affliction and God's subsequent gathering shows that judgment and mercy are unified in God's redemptive purpose.
