“And here is the mind which hath wisdom. The seven heads are seven mountains, on which the woman sitteth.”
'This calls for a mind with wisdom. The seven heads are seven hills on which the woman sits' - the angel appeals for wisdom to interpret the seven heads as seven hills. Rome was the city of seven hills; the symbolism points to Rome as Babylon, the anti-God empire of John's time.
