“Exalt ye the Lord our God, and worship at his footstool; for he is holy.”
Worship at the footstool: "Exalt the LORD our God; worship at his footstool. Holy is he!" The footstool (the earth or the temple) becomes the site of proper worship. The holiness refrain returns.
