Reuben and Gad, seeing that the Transjordan (east of the Jordan) is excellent pastoral land, petition Moses to settle there rather than crossing into Canaan, a request that Moses initially rebuffs as a repetition of Kadesh-barnea's faithlessness: 'Why do you disconcert your brothers... your fathers acted this way when I sent them from Kadesh-barnea.' The comparison to the first generation's rebellion establishes that accepting the land-east-of-Jordan could be construed as faithlessness, as though the tribes are rejecting the promised land itself and reliving the spies' rebellion.
