They shall lick dust like the serpent, like the crawling things of the earth; they shall come trembling out of their fortresses; they shall turn in fear to the LORD our God, and they shall be in fear of you—the nations will be brought to complete abasement and submission, depicted through the image of serpents licking dust. The trembling emergence from fortifications shows that no human defensive structure can withstand God's might. The turning to the LORD in fear shows that recognition of God's power will finally break through the nations' resistance and pride.
