For the people turneth not unto him that smiteth them, neither do they seek the Lord of hosts.
Yet the people have not returned to Him who struck them, nor have they sought the LORD of hosts—the failure to respond to judgment with repentance marks the progression toward more severe consequences. The repeated pattern of judgment followed by continued rebellion demonstrates that external calamity alone cannot produce spiritual transformation; repentance requires voluntary turning to God.
