Yea, truth faileth; and he that departeth from evil maketh himself a prey: and the Lord saw it, and it displeased him that there was no judgment.
The observation that truth is lacking and whoever turns from evil becomes the prey indicates that attempting to practice righteousness in a corrupted society makes one vulnerable to victimization. This captures a tragic political reality: the righteous suffer in an unrighteous society. The statement that YHWH sees this and is displeased establishes divine witness to injustice and implicit divine intention to intervene.
