“And Hezekiah prayed unto the Lord, saying,”
Hezekiah prays, spreading the letter from the king of Assyria before the LORD, establishing a ritual act of submission and appeal. The spreading of the letter before God suggests making the threat and the blasphemy known to God, as if God might not otherwise notice.
