Hear the word of the Lord, ye rulers of Sodom; give ear unto the law of our God, ye people of Gomorrah.
The prophet addresses the leadership (rulers of Sodom, people of Gomorrah)—using symbolic language to indict the corruption of Jerusalem's rulers who, like their infamous predecessors, lead the nation into moral chaos and rejection of God. The direct address to those in power establishes that the prophet's message targets decision-makers whose policies and moral example contaminate the entire nation. This harsh comparison suggests that external markers of covenant identity (temple, sacrifices, religious practices) mean nothing if leadership abandons justice and covenant faithfulness.
