This wide publication of the decree demonstrates Haman's intention to ensure that no Jewish person can claim ignorance of what is coming and perhaps more significantly, that the decree itself becomes law and institutional reality across the entire Persian administrative structure. The theological irony is that this very publication—designed to ensure the success of the genocidal plot—will also create the urgent necessity for Esther to act and reveal her identity to save her people.
