“If there be dearth in the land, if there be pestilence, if there be blasting, or mildew, locusts, or caterpillers; if their enemies besiege them in the cities of their land; whatsoever sore or whatsoever sickness there be:”
'then hear from heaven and forgive the sin of your servants, your people Israel, when you teach them the good way in which they should walk; and send rain upon your land, which you have given to your people as an inheritance — God's response: 'hear from heaven' and 'forgive the sin' (וְסָלַחְתָּ לַעֲבָדֶיךָ לְעַמְּךָ יִשְׂרָאֵל). God will 'teach them the good way' (הוֹדִיעָם אֶת־הַדֶּרֶךְ הַטּוֹבָה), implying instruction in proper conduct. The ultimate response is 'send rain' (וְתִשְׁמַע־מָטָר עַל־אַדְמָתְךָ), restoring the essential resource.
