Lamentations 4:16
The LORD himself has scattered them; he will regard them no more; no respect was shown to the priests, no favor to the elders—the verse attributes the priests' scattering to God; they are dispersed by divine action. The statement that God "will regard them no more" suggests permanent divine withdrawal; God no longer sees or acknowledges them.
