Two witnesses are given power to prophesy for twelve hundred sixty days wearing sackcloth. These witnesses represent faithful testimony to Christ in a hostile world.
They have power to shut the sky so rain doesn't fall during their prophesying. They have power to strike the earth with plagues. Their words carry authority. They're not powerless in their witness.
The sackcloth suggests repentance and mourning. They're grieving over the rejection of the gospel and the persistence of evil. But despite their sorrow, they continue testifying. That's the pattern of faithful witness: continuing despite opposition and sorrow.
