The angel tells John that the waters the prostitute sits on represent peoples, multitudes, nations, and languages. The beast and the ten horns will hate the prostitute and bring her to ruin.
For God has put it into their hearts to accomplish his purpose by agreeing to hand over to the beast their royal authority until God's words are fulfilled. The woman represents the great city that rules over the kings of the earth.
Even the seemingly all-powerful prostitute, who controls many waters and kingdoms, falls under God's sovereign plan. Her destruction isn't accidental. It's purposeful. God uses the beast and the kings to accomplish his judgment. Power on earth is ultimately God's to dispense.
