You shall take choice flour and bake twelve loaves of it; two-tenths of an ephah shall go into each loaf. You shall place them in two rows, six in a row, on the table of pure gold before the Lord.
Twelve loaves representing the twelve tribes, set before God continually. The people are always present to God through this symbolic bread. God knows, sees, and acknowledges them.
I think about this when I pray for people by name. I'm doing a version of this - bringing them before God's presence, symbolically laying their names, their existence before Him. The bread of the presence reminds me that God holds the people.
