Peter addresses people scattered throughout regions as foreigners and exiles. They're displaced, living among people who don't share their values. But he calls them chosen according to the foreknowledge of God, sanctified by the Spirit, and obedient to Jesus Christ.
The scattering isn't meaningless. It's placement. They're positioned in various regions where God has called them. Their displacement is their assignment. They're living witnesses to Christ in hostile territory.
Peter reminds them they've been ransomed not with silver or gold, but with the precious blood of Christ. Their value isn't in their circumstances or status. It's in the price paid for them. That gives them dignity regardless of how the world treats them.
