I had a fascinating discussion with a Buddhist colleague about this passage - Pharaoh's magicians could replicate some of the plagues. She asked, 'So does that mean magic is real?' and I realized I'd never articulated what I actually believed here.
The magicians reproduced water into blood and frogs. But notice: they couldn't undo these plagues. They couldn't make the blood return to water. They had some real power, maybe genuine supernatural ability. But it was shallow - good enough to distract and maintain Pharaoh's resistance, but ultimately impotent against God's judgment.
In my ministry among New Age practitioners, I've seen this dynamic repeatedly. Real spiritual power exists outside God's kingdom - but it's fundamentally inferior. It can deceive, create distraction, give temporary experience. But it cannot transform, cannot redeem, cannot ultimately overcome God's purposes. The magicians look impressive until they're compared to the God of creation.
