Lot is positioned at the gate of Sodom, which in ancient culture was where judges and leaders sat - a position of some status. He's integrated into the city.
That context makes the evacuation harder. Lot isn't an outsider hating the city from distance. He's someone who's built a life there, has a position, is known. The angels have to drag him out physically.
I think about how we can be co-opted by systems even when those systems are corrupt. Lot's position made him complicit even as it made him vulnerable. He had things to lose by leaving.
