Jacob, though he's a foreigner and technically under Pharaoh's authority, blesses Pharaoh. The lesser blesses the greater.
There's something powerful about someone from a displaced community offering blessing rather than bitterness. Jacob had been thrown into Egypt by circumstances. He could have been resentful. Instead, he blessed the person who controlled his destiny.
