After the witnesses are killed, their bodies lie in the street of the great city for three and a half days. People from every people, tribe, language, and nation gaze on them. They're displayed. Shamed. Made spectacles.
People from the earth gaze at the bodies but don't allow them to be buried. The refusal to bury is an additional insult. In many cultures, proper burial is essential. The denial adds to the humiliation.
People rejoice and send gifts to one another because these two prophets had tormented those who live on the earth. The prophets' truth-telling is experienced as torment by those defending lies. Their freedom from the prophets is celebrated as victory, but it's only temporary.
