“And they shall spread upon them a cloth of scarlet, and cover the same with a covering of badgers’ skins, and shall put in the staves thereof.”

And they shall spread upon it a scarlet cloth, and cover it with a covering of seal-skin — the additional scarlet cloth (representing earthly kingship and authority) underneath the seal-skin creates a visible distinction between different levels of protective layering.
