“He hath not beheld iniquity in Jacob, neither hath he seen perverseness in Israel: the Lord his God is with him, and the shout of a king is among them.”

The LORD their God is with them, and the shout of a king is among them' — the oracle describes Israel's condition: no misfortune or trouble is perceived by God in Jacob/Israel.
