Now it came to pass, when the wall was built, and I had set up the doors, and the porters and the singers and the Levites were appointed,
The completion of the wall initiates the organization of Jerusalem's governance: "Now when the wall had been built and I had set up the doors, and the gatekeepers, the singers, and the Levites had been appointed, I gave the charge of Jerusalem to my brother Hanani and Hananiah the governor of the citadel; for he was a faithful man and feared God more than many." The assignment of administrative authority to Nehemiah's brother Hanani and to Hananiah (governor of the citadel) demonstrates the transition from construction to governance.
