And there appeared before them Elijah and Moses, who were talking with Jesus — the two figures who appear represent the Law and the Prophets: Moses (the law, the covenant, the Exodus) and Elijah (the prophets, the confrontation of idolatry, the expected return). Their appearance with Jesus communicates that his ministry is the fulfillment of both — he is not a new religion but the culmination of the entire Old Testament story.
