The Lord said to Moses. The cleansing regulations for the skin disease follow the diagnosis regulations of chapter 13: where chapter 13 established how to declare unclean, chapter 14 establishes how to restore to clean. The covenant's clean/unclean system is not designed to permanently exclude but to provide a structured path from exclusion back to full community participation.
