“But the Levites have no part among you; for the priesthood of the Lord is their inheritance: and Gad, and Reuben, and half the tribe of Manasseh, have received their inheritance beyond Jordan on the east, which Moses the servant of the Lord gave them.”

And Gad and Reuben and the half-tribe of Manasseh have received their inheritance beyond the Jordan eastward, which Moses the servant of the LORD gave them — The exclusion of Levites from territorial allotment (explained more fully in ch. 21) reflects a covenant principle: the tribe consecrated to priestly service receives its sustenance from the tithes and offerings of other tribes, not from landed inheritance. The mention of Gad, Reuben, and half-Manasseh establishes that the eastern tribes have already received their portion (Numbers 32), confirming the covenant structure established under Moses.
