For he saith to the snow, Be thou on the earth; likewise to the small rain, and to the great rain of his strength.
Elihu notes that God 'says to the snow, Fall on the earth, and to the rain shower, Be a mighty downpour,' suggesting divine command and control over weather phenomena. This verse depicts God as directly commanding natural phenomena, treating weather as obedient to divine will.
