God's eyes 'are upon the ways of men' and he 'sees all their steps,' establishing divine omniscience as the foundation for divine justice. This verse asserts that nothing escapes God's sight and therefore nothing can escape divine judgment, suggesting that hidden sin cannot remain hidden from God's all-seeing eye.
