We looked for peace, but no good came; and for a time of health, and behold trouble!
The failure of hope: 'We hoped for peace but no good has come, for a time of healing but there is only terror.' This verse expresses the people's disappointed expectations: they 'hoped for peace' and 'healing' but instead experience 'terror.' The contrast between hope and reality indicates that the false prophecies of peace were not fulfilled; judgment arrived instead.
