YHWH announces restoration to exiles: the days are coming when YHWH will restore the fortunes of Israel and Judah, bringing them back to the land their ancestors possessed, initiating the Book of Consolation (chapters 30-33) that provides the covenantal complement to judgment by establishing restoration as inherent to YHWH's covenant purposes.
