Woe be unto the pastors that destroy and scatter the sheep of my pasture! saith the Lord.
God's pronouncement of woe against shepherds who destroy and scatter the sheep of the pasture shifts focus to the leadership responsible for the people's condition. The shepherds represent both political and religious leaders who should guide the people but instead lead them astray. The image of scattering the sheep suggests that the leaders' failures have dispersed the people.
