And I will sow her unto me in the earth; and I will have mercy upon her that had not obtained mercy; and I will say to them which were not my people, Thou art my people; and they shall say, Thou art my God.
God's promise to sow Israel in the land, to show mercy to Lo-Ruhamah, and to say to Lo-Ammi "You are my people," completing the reversal of the judgment names established in chapter 1, represents the full restoration of covenant relationship and the vindication of God's redemptive purpose. The sowing imagery suggests that Israel will be planted in the land as a restored people, taking root and flourishing in the relationship with God that is being renewed.
