“Thus will I make mount Seir most desolate, and cut off from it him that passeth out and him that returneth.”
I will make you perpetually desolate, and your cities shall not be inhabited; then you will know that I am the Lord, establishing that Edom's desolation will be permanent (contrasting with Egypt, promised future restoration), with cities remaining empty.
