The theological arrangement is complete — the law is covered by atonement, atonement is guarded by the cherubim, and the whole arrangement is separated from the daily ministry by the veil. Romans 3:25 says God presented Christ as an atonement cover — the placement of the mercy seat in Exodus 26:34 is the spatial declaration of what Paul announces as theological reality.
