“O that there were such an heart in them, that they would fear me, and keep all my commandments always, that it might be well with them, and with their children for ever!”
'Go say to them, Return you to your tents' -- the people are dismissed to their encampment. Mediation is thus established: Moses will hear God's word and communicate it to Israel.
