“Insomuch that we desired Titus, that as he had begun, so he would also finish in you the same grace also.”
So we urged Titus, since he had begun this work, to bring also to completion this act of grace on your behalf — Paul sends *Titus* as his trusted delegate, linking the collection to apostolic authority and personal relationship.
